(Redwood City, CA) Mark Church, Chief Elections Officer and Assessor-County Clerk-Recorder, announced today that the San Mateo County Registration & Elections Division will begin the One Percent Manual Tally of votes for the November 4, 2025 Statewide Special Election on Monday, November 10, 2025, at 9:00 a.m.

The One Percent Manual Tally is a required post-election canvassing procedure conducted after the polls close on Election Day. Its purpose is to verify the accuracy of the vote count before the certification of official election results.

The process begins with the random selection of ballot batches from both Vote-by-Mail and Vote Center ballots. This random selection is determined by rolling three to four ten-sided dice, with the resulting numbers identifying the specific batches to be manually tallied.

The entire procedure, including the dice roll, is open to public observation. In previous tallies, members of the public have participated by rolling the dice to help determine which batches are selected for manual tallying.

Following the dice roll, Elections Officials will retrieve the designated ballots for manual tallying. The One Percent Manual Tally will commence on Wednesday, November 12, 2025, at 9:00 a.m.

Election Officials will organize four-person tally teams responsible for manually reading, calling out, recording, and tallying votes from the randomly selected batches. This process is expected to take one to two days.

The Chief Elections Officer will certify and publish the final official results no later than December 4, 2025. The certified results, also known as the Statement of the Vote, will be available at www.smcacre.gov.

The One Percent Manual Tally will take place at the Registration & Elections Division, 40 Tower Road, San Mateo. To observe the tally or participate in the precinct and batch selection process, please email ElectionObserver@smcacre.gov.
