(Redwood City, CA) Mark Church, Chief Elections Officer and Assessor-County Clerk-Recorder, announced that the San Mateo County Registration & Elections Division will begin the One Percent Manual Tally of votes for the March 4, 2025 Special Election on Tuesday, March 11, 2025, at 9:00 a.m.
The One Percent Manual Tally is a mandatory election canvassing procedure conducted after polls close on Election Day. It verifies the accuracy of the vote count before certifying the official results.
The process starts with the random selection of batches from both Vote by Mail ballots and Vote Center ballots. This selection is determined by rolling three to four ten-sided dice, and the resulting numbers are matched to a corresponding batch.
The One Percent Manual Tally, including the dice rolling process, is open to the public. In previous tallies, observers have participated by rolling the dice to assist in selecting the batches.
After the dice roll, Elections Officials will gather the selected ballots for manual tallying, which will begin on Wednesday, March 12, 2025 at 9:00 a.m.
Election Officials will form "tally teams" of four, responsible for manually reading, calling out, recording, and tallying votes from the randomly selected batches. This process is expected to take one to two days.
The Chief Elections Officer will certify and publish the final official results no later than April 3, 2025. The official certified results, known as the Statement of the Vote, will be available on www.smcacre.gov.
The One Percent Manual Tally will take place at the Registration & Elections Division, located at 40 Tower Road in San Mateo. To observe the tally or participate in the precinct and batch selection process, please send an email to ElectionObserver@smcacre.gov.
