(Redwood City, CA) Mark Church, Chief Elections Officer & Assessor-County Clerk-Recorder announced today that on Thursday, May 4, 2023, at 9:00 a.m., the San Mateo County Registration & Elections Division will begin the One Percent Manual Tally of the votes cast for the May 2, 2023 Millbrae School District Special Mail Ballot Election.
The One Percent Manual Tally is a legally required election canvassing procedure that takes place after the polls have closed on Election Day. This process ensures the accuracy of the vote before the official results are certified.
The procedure begins with the randomized selection of one precinct from the Vote Center and batches of Vote by Mail ballots. Selection is determined through a dice roll using two to three ten-sided dice and matching the resulting two to three numbers to a corresponding precinct number or Vote by Mail batch.
The One Percent Manual Tally, including the rolling of the dice, is open to the public. The rolling of the dice will be livestreamed on our Twitter page @smcvote. Past observers have rolled the dice to help select the precincts and the batches.
Election officials will work in teams of four, called a “tally team,” to manually read, call out, record and tally votes by hand. This process will take approximately one to two days to complete.
The Chief Elections Officer will then certify and publish the official results no later than June 1, 2023. The official certified results, known as the Statement of the Vote, will be published on www.smcacre.org.

Millbrae School District’s registered voters were mailed ballots in early April. Early voting began on April 3, including in-person voting at the Registration & Elections Division.
